Welcome to Technology Services for the City of Hayward
The mission of the Technology Services Department is to provide access to and support of technology resources, for both information and communication, which is timely, accurate, reliable and secure.
My name is Clancy Priest and I have been Hayward’s Technology Services Director since March of 2002. Along with being the Chief Information Officer of the City and having responsibility for all technology throughout the organization, our office also includes the oversight of our Cable Franchise, Websites and the Access Hayward customer service system to name a few.
I am originally from Orange County in Southern California. I received my baccalaureate in Engineering from the Freie Universität of Berlin, Germany and did graduate work at UC Irvine. I have worked as an Information Technology Director for the Cities of Hayward, Ventura, Chico and also as an IT Manager for Riverside County. I worked for 10 years in private industry for MicroAge Computer Corporation as a Network Engineer and as an independent information technology consultant. I started my career in public service in 1992 with the County of Riverside. I have volunteered to serve on many technology associations, usually in some leadership capacity. I am a Board Member of the Bay Area Technology Forum, Past Vice President of the Municipal Information Systems Association of California (MISAC), Former Member of the California Governor's Commission on E-Government, and Member of the California Intergovernmental Task Force for the year 2000.
The community of Hayward is a diverse, sunny, convenient place to live and do business, located in both the geographical and figurative “Heart of the Bay”; and with a rich and interesting history. The employees of the City are an amazing and highly productive group dedicated to providing quality and timely services to our residents and businesses.
