Welcome to the City Manager's Office for the City of Hayward
My name is Fran David and I have been Hayward’s City Manager since May 2010; although I have been in this office since 2006 as Assistant City Manager and occasional Acting City Manager. Along with being the Chief Executive Officer of the City and the Redevelopment Agency, and having responsibility for direct support to the Mayor and City Council, our office also includes the programs of Neighborhood Services, Economic Development, and Redevelopment/Housing.
I graduated from California State University-East Bay with a B.S. in Urban Ecology and from Golden Gate University with an MBA; and I am a Credentialed Manager through the International City/County Management Association (ICMA). I am a Returned Peace Corps Volunteer, having served in Colombia S.A. I am honored to hold the position of City Manager here in Hayward, California.
The community of Hayward is a diverse, sunny, convenient place to live and do business, located in both the geographical and figurative “Heart of the Bay”; and with a rich and interesting history. The employees of the City are an amazing and highly productive group dedicated to providing quality and timely services to our residents and businesses.
