Located in the Heart of the Bay, Hayward Executive Airport (HWD) serves the transportation needs of local businesses and residents, and it is a convenient gateway for visitors arriving by general aviation aircraft.

A former WWII fighter base, the airport is situated on 543 acres with two parallel runways of 5,694 and 3,107 feet each. Over 450 aircraft are based at the airport from single-engine airplanes to sophisticated corporate jets. Aviation products and services are provided by 40 support companies.

The airport is owned and operated by the City of Hayward. In addition to promoting aviation and commerce, we are dedicated to working cooperatively with residents in surrounding communities. For instance, noise abatement procedures are in effect and aircraft noise is closely monitored. We also hold an annual open house, conduct airport tours, and make presentations to school and civic groups upon request.

Hayward Executive Airport is financially self-sufficient and provides 300 jobs and over $300 million in annual economic benefits. Community services such as emergency medical and law enforcement flights are regularly conducted from the airport.

Organizational Chart

The City of Hayward has specified noise limits for aircraft operating at the Hayward Executive Airport as part of the Aircraft Noise Ordinance . Noise abatement and operational procedures for pilots have also been established and are strictly enforced. A Noise Abatement Procedures Guide is also made available to pilots so they are aware of areas to avoid.

To file a complaint:

There are two ways in which complaints about aircraft noise and overflights to and from the Hayward Executive Airport can be made to Airport staff:
  • Call the Airport Noise Information Line (510-293-8692) and leave a message.
  • Submit a Service Request using
    ACCESS HAYWARD.
Refer complaints about large aircraft, like a Boeing 737, to the Oakland Noise Complaint Line (510-563-6463). These large aircraft do not operate at the Hayward Executive Airport.

Please include the following in your complaint referral:
  • your name, address, phone number and email
  • date and time of the event (overflight or noise)
  • type of aircraft involved (color, number of engines and other distinguishing aircraft features)
  • whether you want staff to return your call or email
  • Registration "N" number of aircraft if possible
The more information provided, the easier it will be for staff to locate the pilot in question. After a complaint is received, staff will investigate the circumstances and determine what action is needed. This may include referral to the Federal Aviation Administration (FAA).

The City maintains records of noise complaints concerning the Hayward Executive Airport. These records are public documents and are available upon written request to the Hayward Executive Airport.

Pilot Information:

Hayward Executive Airport is located close to several residential neighborhoods which are impacted by either noise and/or overflights. Controlling aircraft noise levels is a priority of the Hayward Executive Airport.

The City of Hayward implemented an Aircraft Noise Ordinance that specifies noise limits for aircraft operating at the Hayward Executive Airport. To comply with the ordinance, please follow these Noise Abatement Operational Procedures that have been established for pilots: The Noise Abatement information is broadcasted on radio frequency 122.85Mhz.

Pilots are instructed to follow these specific noise-reducing flying techniques:
  • avoid overflights of residential areas unless absolutely necessary for safety reasons;
  • increase altitude to decrease the noise impact to the community;
  • climb as soon as possible since a low-flying aircraft is perceived by the community as being dangerous;
  • follow the Noise Abatement Procedure Guide showing Hayward's most noise sensitive areas, traffic patterns with altitudes, and preferred departures.
